The Health Integration Summit 2026 is a high-level national convening hosted by the Ministry of Health through NASCOP, bringing together government leaders, health professionals, development partners, and civil society.
Taking place in Mombasa from 15th–19th March 2026, the summit focuses on integrating HIV services into Primary Health Care (PHC) and Universal Health Coverage (UHC) to ensure long-term sustainability for Kenya’s HIV response.

Kenya stands at a pivotal moment in its HIV response. Having achieved remarkable progress with 97-87-83 against the UNAIDS targets, we now face the critical challenge of sustaining these gains in an era of evolving donor landscapes and fiscal pressures. The traditional vertical model has served us well but integrating HIV services into our robust Primary Health Care (PHC) and Universal Health Coverage (UHC) systems is no longer an option it is an imperative for sustainability, efficiency, and equity.
This summit, themed “Health Without Barriers for a Holistic HIV Response,” is our national platform to confront this transition head-on. Over five days in Mombasa, we will bring together county health executives, development partners, community advocates, and innovators to build a shared roadmap. Our focus will be on practical solutions: strengthening our health workforce, leveraging digital technologies, securing sustainable financing, and ensuring our supply chains are resilient.
The insights from our 2024 inaugural summit and the subsequent county assessments have laid the groundwork. Now, we must move from dialogue to decisive action. This summit aims to crystallize our National Health Integration Framework and a concrete Sustainability and Financing Roadmap.

Integration is not optional, it is essential for sustainability, efficiency, and equity, especially as counties navigate donor transitions and increasing domestic responsibility for HIV services.
As we operationalize this, we are deliberately embedding HIV prevention, treatment, and long-term care within primary health care, linking it with TB, sexual and reproductive health, mental health, and NCD services. This approach reduces fragmentation, strengthens continuity of care, and ensures that people receive comprehensive services across their life course.
The Council of Governors welcomes you all to this summit and reaffirms its commitment to working with national government, development partners, and implementing agencies to manage a responsible donor transition, one that is planned, coordinated, and anchored at the county level.

For years, we have operated a vertical system with substantial partner support and achieved remarkable results. However, over the past year, we have been compelled to reconsider what is achievable under emerging financing models. Regardless of which financing approach we adopt, we will not return to previous resource levels. This makes the summit key in providing a clear, practical, and funded outcomes plan that empowers every county to lead this transition.
